数千美国政府雇员一夜失业！特朗普政府正式“开裁”

美国当地时间周四（2月13日），特朗普政府迅速采取行动解雇了至少7个机构中的数千名政府雇员。

根据美国政府数据，不到两年前，大约有28万名文职政府工作人员被聘用，其中大多数仍处于1年至2年的试用期，这些试用期的员工是首轮裁员的重点。一位匿名白宫官员称，裁员的数量并不是重点。“这不是要达到某个指标的任务，而是精简政府的任务。”这名官员称。

据报道，美国能源部13日宣布解雇了约2000名试用期员工中的大部分；在过去的48小时内，至少还有其他六个部门和机构，即美国教育部、人事管理办公室、退伍军人事务部、小企业管理局、消费者金融保护局和总务管理局都启动了类似的裁员行动。

据悉，小企业管理局解雇了约720名员工，约占正式员工的20%；教育部解雇了至少60名试用期员工，并开始向联邦学生援助和通讯办公室以及法律部门的工作人员分发裁员通知。

哪些部门裁得多？

尽管相关部门的官员不愿透露计划发送多少裁员通知，但承认他们预计数量将远超出已经接受离职提议的77000名员工，这项自愿辞职计划已经让3%的政府员工离职，但远低于政府设定的10%的目标。

另一位知情人士透露，周四，政府效率部负责人马斯克和他在政府效率部的团队已开始审查住房和城市发展部，审查该机构的预算和员工结构，以寻找削减人员的可能性。

白宫和各机构官员表示，随着更多机构敲定裁员计划，预计未来一段时间内的裁员行动将会加剧。

周四通过视频参加世界政府峰会的马斯克在谈到美国政府效率改革目标时称，美国应该从联邦政府中“删除整个机构”。

“我认为我们确实需要删除整个机构，而不是留下很多机构。”马斯克说，“如果我们不把杂草的根除掉，那么杂草很容易重新长出来”。

“管理一个国家真正需要多少个机构，99个？”马斯克说，“肯定不会是（现在的）450个。”

马斯克补充说，特朗普领导下的美国“对干涉其他国家的事务不太感兴趣”。“基本上，美国应该管好自己的事，而不是到处干涉（别人的）内政。”马斯克说。

在特朗普上任后，马斯克组建“政府效率部”誓言迅速缩减联邦政府规模。政府效率部的成员随后监控各个部门支出，为数百万政府员工提供离职的选择，并采取行动冻结联邦资金以及美国国际开发署等机构的工作。

“我们发现了欺诈和滥用行为。”特朗普本周谈到马斯克的工作时说，他估计马斯克团队将发现超过1万亿美元的支出浪费。

「不公开上市」渐流行让房市卖家试水温

最近，全美最大的房产经纪公司之一的Compass开始推进「不公开上市（Private Listing)」或密售房源。

目前的房地产市场基本是透明操作，买家可以在Redfin和Zillow这样的房产交易网站上看到几乎每一处待售房源。

但Compass却在推动更多买家使用其「不公开上市」服务，就是说只有Compass公司的经纪所代表的买家可以看到这些房源。

Compass公司宣称，卖家使用这一服务，可以得到3万4000名公司下属经纪人和他们代表的正经买家的注意。卖家可以避免在购房网站上留下曾经上市多日无人问津或降价的历史纪录。还表示，就像很多公司先在小范围用户中试水一样，在Compass不公开上市，也可以让卖家在公开出售之前先试水温，收集批评建议，制造早期市场需求。

该公司同时也对买家宣称，可以通过公司特属房源在供给紧张的房地产市场上抢占先机，最大化自己的竞争力，避免公开上市后的竞价大战。同时还可以避免自家住宅的图片在公开市场流出，保护隐私。

信使报报导，密售房源并不是新生事物，旧金山湾区的很多高价物业都是以这种形式出售的，但在本地房产销售中占比很小。根据购房网站Redfin的数据，只有大约3%。

据Bay Area News Group对Compass.com上房源的分析。截止1月中旬，湾区5县有384处房源只对Compass经纪代表的买家开放，占比所有经纪房源的8%。包括Coldwell Banker和 eXp Realty在内的其他经纪公司也有各自的密售房源，但占比相对较小。

南湾打算购房的汪女士近期与一些买家经纪接触，也得到了一些关于密售房源的信息。在去年房产新政之后，出现了一些只收5000美元平价的买家经纪，她也犹豫过要不要选择传统经纪。但买家经纪除了向她强调自己在竞价方面经验的优势外，更着重提到自己掌握的密售房源，让她感到自己错失了很多良机。但目前市场上对于密售房源的利弊众说纷纭，因此还在犹豫不决中。

司法部对六家大型房地产公司提告，指控身为房东的地产公司彼此串通，利用算法订定价格、私下分享敏感消息给竞争对手，赚取更多租金利润，让民众负担高价房租。

美国租屋族持续面临房租的压力，薪水增加赶不上房租调涨。根据最新统计，2022年当中，租屋族约有半数的30%收入用来缴房租与水电费，比率创下历年新高。

司法部与包括北卡罗来纳州、田纳西州、科罗拉多州、加州等十州，对六家房地产公司联合提告，指控业者彼此勾结串通，导致住在43州与华府特区、共计130万名租屋民众房租变贵。

被告之一葛瑞斯塔房地产股份有限公司 (Greystar Real Estate Partners LLC) 在网站发布声明表示：「葛瑞斯塔向来以最高诚信经营事业，从来不曾参与任何反竞争手段。」声明指出，将在诉讼中极力证明清白。

司法部指出，被告之间通过电子邮件、电话或群组聊天彼此分享房租、租屋率等敏感消息给竞争对手，消息内容包括房租续约比率、演算公式建议的房租价格获得采纳几率如何、例如「一个月免房租」等优惠活动的促销成果，以及下一季房租价格如何订定。

司法部表示，六家被告房地产公司之一，已有一家同意与检察官合作。根据司法部提出的和解协议草案，未来房地产公司订定房租价格时，不得继续使用竞争对手的数据数据与算法。

司法部主管反托拉斯 (antitrust) 事务的代理助理部长米基 (Doha Mekki) 7日在记者会上说，针对软件公司RealPage 与六家房地产公司的提告，目的在于终止这些业者把营利摆在客户之上的手段，并让全国各地数百万民众租屋时能得到更加实惠的房租。RealPage 软件提供建议房租的演算公式。

DIY Landlord – Renting out Properties Safer and Quicker!

Q. We purchased our first home some years ago, and are about to move to another home. We are considering to keep our first home as an income property. We heard of the free ads on CRAIGSLIST and zillow.com, but some landlord friends told us it could be a challenge to find qualified tenants through CRAIGSLIST and zillow.com. Is there any way to rent our property out quicker and safer with minimum cost? We are the kind of persons who would like to try things ourselves, and have some spare time.

A. You may have already done the initial research and have figured out the range of monthly rent of your property.

If the monthly rent is low such as $2000.00 or below, you may want to do it through CRAIGSLIST, https://postlets.com/, zillow.com, or similar web sites. The renters interested in the low-priced rentals may not go to the Realtors community for assistance.

If the monthly rent is $2000.00 or above, you may want to consider listing your rental on brightmls.com for the Realtors community to market it for you.

2. If you would like me to prepare the lease or review the lease, there is another reasonable flat fee. This service is optional.

3. You answer phone calls, work with the tenant (if the tenant doesn’t have an agent) or the tenant’s agent, run credit check, verify employment, check references, etc.. You pay the tenant’s agent (if there is one) directly on the move-in date – usually 25% of first-month rent.

If you need full-service, the commission is first-month rent – which includes the commission to be paid to the tenant’s agent.

Some information:

CMA stands for Comparable (some called Competitive) Market Analysis, that will help you determine the market value of your property for sale or for rent.
