加州房贷数量大降63% 南加华人区亦受重挫

据房产数据公司ATTOM17日公布的三季度房贷趋势报告,加州19个大都会地区的房屋抵押贷款数量与去年同期相比骤降63%,成为有记录以来年度跌幅最大的一次,这比2008年房产泡沫之后的任何一次跌幅都要更严重。
ATTOM三季度的报告指出,过去12个月,30年期固定抵押贷款利率从3.1%跃升至6.9%,上月底至本月初甚至几度破7%——这是自2002年以来第二次达到如此高的水平。在当前高利率的环境下,买家的借款能力在一年内被削弱35%,这比1980年的最高纪录33%还要高,造成当时异常的原因是由于那时通膨水平从10.5%飙升至16.3%。
高利率环境下,房屋买家的借款能力被大大削弱,这导致三季度的房屋抵押贷款数量与去年同期相比下降63%,再融资数量同期减少82%。但房屋净值贷款数量(Home Equity Loan)增长74%。房屋净值贷款数量的增加,主要是因为这种以房屋净值贷款的方式,能够在避开当下高贷款利率的情况下获得贷款。
这个现象不只加州,全国数据具有同样的特点。除加州大都市地区外,全美第三季度的住房抵押贷款共计180万笔,与去年同期相比下降44%,同样是有记录以来的最大降幅。同时,再融资数量减少66%。房屋净值贷款数量则增长45%。
ATTOM市场情报副总裁Rick Sharga说:「本季度的贷款发放数字并不令人意外,因为抵押贷款利率史无前例的飙升打击了房屋购买力和再融资市场。由于接近7%的抵押贷款利率以及更高的房价,潜在的购房者已经被挤出市场。再融资活动可能会继续下降,这是因为大多数房主的贷款利率低于 4%。」
与此同时,银行等借款机构对于房贷申请的收紧也是造成这一情况的重要原因。佳信贷款总裁刘艳秋(Donna Chao)表示,近月来银行对贷款申请的审批趋于保守,受大环境影响,近期华人区贷款数量申请下降60%,再融资数量下降80%。
对于未来贷款趋势的分析,房贷银行家协会(Mortgage Bankers Association)的行业分析副总裁Marina Walsh指出,「未来几个季度的拖欠率可能会从创纪录的低点上升,因为失业率预计会上升。」近几个月来,Meta、Twitter 、Microsoft、Google等科技公司都纷纷开始裁员。
另外,南加房贷经纪Jeff Lazerson说,「如今抵押贷款人的业务几乎停止了,这比大萧条时期的抵押贷款的崩溃要糟糕得多。今年我解雇了三分之二的员工,许多抵押贷款专业人士和许多房地产经纪人都在削减开支。」

英国金融时报报导,新冠疫情带动的全球不动产荣景已在去年底触顶,如今世界各地房市正步入金融海啸以来最全面的不景气。国际货币基金(IMF)警告全球房市正处于「临界点」,预测在最坏情况下,未来三年新兴市场的实质房价将下挫25%,已开发市场则看跌10%。
去年底时,全球房地产业情势看起来依然很乐观,当时经济合作发展组织(OECD)38个成员国的房价成长速度,为50年前开始有记录以来的最快。然而不到一年后,情势翻天覆地改变。在各地屋主都忙于应付愈来愈难以负荷的房贷利率之际,潜在购房者却也遭遇一个问题:房价涨幅高于所得增幅。
紧跟在这场房地产荣景之后的,很可能是自金融海啸以来最广泛的房地产不景气,连带可能使萎靡不振的经济体承受更大的压力。如今在牛津经济研究院的数据库中,几乎所有国家的房价明年都将放缓,将是至少2000年以来最全面的房价成长减速。其中一半以上国家的房价彻底萎缩,为2009年以来仅见。
国际货币基金全球金融稳定报告说:「随着全球央行积极收紧货币政策以应付物价压力,借贷成本飙升和贷款标准趋严,再加上房屋估值过高,可能导致房价急剧下挫。」
牛津经济研究院首席经济学家史莱特预测,由于支出减少,房市不景气可能使全球经济成长减少0.2个百分点,而住宅投资下滑可能导致全球成长再下降0.6个百分点。加拿大银行也估计,房地产市场低迷将使明年经济成长率减少0.6个百分点至0.9%。
这种情况已在中国上演,近几个月房地产危机加剧,在截至9月的一年内,中国房屋销售面积较一年前锐减26%。
房地产市场景气放缓的最大因素是房贷利率。在美国,联准会的激进升息,促使30年期房贷利率站稳7%,为2008年以来最高,比去年多出一倍以上。欧元区、加拿大、新西兰及澳洲的房贷利率也升息多年新高。
市场低迷的迹象清晰可见。 大多数市场的房地产通膨已经放缓,包括德国、澳洲和中国。澳洲首次出现年度萎缩,美国8月房价年增长率从7月的16%放缓至13%。不动产产顾问公司莱坊的报告说,在第3季底主要城市房价已连二季成长减缓,新西兰、加拿大和挪威的城市都出现二位数减幅。
年轻新屋主 忧面临房价下降

德州论坛报报导,近期成为新屋主的一些德州年轻人,除开始负担帐单外,现在可能出现「房价恐下降」的新忧虑。
德州农工大学(Texas A&M)房地产研究中心(Real Estate Research Center)数据显示,房价应该是在5月封顶。自那时起,德州每个主要城市房价都有下跌趋势。
若是过去几年购屋的屋主,可能可以沉浸在拥屋的狂喜中。
若以年收入四倍的价格购屋,可能连睡觉时房子赚的钱,都和工作时赚得一样多。因若房屋价值在12个月内上涨25%,房屋升值便与薪水一样多了。
然而,在如今的抵押贷款利率超过7%,住房条件陷入丑陋的僵局,愈来愈少买家符合条件,许多业主发现自己陷入困境。
专栏作家柏恩斯(Scott Burns)表示「这情况终将过去」,若屋主坚持下去,按时付款,享受房屋带来的快意,房屋仍将成为一个不错的投资。
他举例表示,他的一名兄弟20世纪90年代,在洛杉矶下跌的市场中购买一套屋,如今该屋或土地,已是当初买价的五倍。
虽然住宅房地产领域目前可能下跌,但只要待得够久,未来还是看好。
1980年代德州石油大萧条中,达拉斯房价在1986年达到顶峰,1989年触底,至11年后的1997年,才恢复到之前高点。
休士顿是第一个被石油危机压垮的城市,1983年达顶峰,1987年触底,全面复苏在1997年。
奥斯汀和达拉斯一样,房价在1986年达顶峰,至1991年触底,至1994年完全恢复。
那次的萧条比近期房地产「泡沫」糟得多,从顶峰到低谷,全国范围内用了近十年才恢复。但德州情况好得多,包括达拉斯、休士顿、奥斯汀等城市,都不到六年时间,且自房价全面复苏以来,这几个城市房价都翻了一番多。
如果历史重演,他认为德州衰退不会像东海岸或西海岸城市那么糟糕,也不会那么久。
房客:给我2万才搬 华人法院外喊不公

数十名以华裔为主的小房东近日在纽约皇后区民事法院前抗议,多名屋主指,为追讨房租已访多位民代,未得到明确回复,只能每周四在法院外举牌,盼法官看到他们诉求;一名屋主称,已15个月没收到租,房客近期告知,想要他搬走要付2万元,感到不公。
以华裔为主的小房东高举「两年没收租很不应该」、「请房屋法院公平对待」以及「小房东想要回家」等标语抗议,民事法官共和党人候选人沙纳汉(William David Shanahan)也到场声援小房东。
刘Rickey表示,从事酒店服务业的他,2018年用所有积蓄并向亲友借钱,在麦斯佩斯(Maspeth)买下一栋「联排屋」(Townhouse),通过仲介租给一名白人,「背景调查和银行帐单都查了」。房客去年7月开始拒交房租,他聘律师在房屋法庭提告房客,要求对方搬离,却被法官告知,因对方申请「紧急租金援助计划」(ERAP),案件已被冻结,他自行支付地税和水费,共计近万元。
最无奈的是,房客近期买了市值4万多元的休旅车,还明确告知,想让他搬走,必须要归还押金、第一个月的租金并支付搬家费等,计2万元左右;他与其他小房东已多次拜访民代,两个月前开始在法院前举牌,求公道。
韩雪梅表示,她以2100元于2018年底,把艾姆赫斯特的两室公寓租给西语裔租客,2020年开始,对方拒付房租,又申请「紧急租金援助计划」,她申请上庭,至今还没排到期。
面对房客拒缴房租,从事餐馆的她只能自行支付管理费与地税,但在社群媒体上却看到租客去外州旅游,住500元一晚的豪华酒店,还换新车,感叹「政府的法规让好房客也变坏」。
小房东林Henry表示,他们过去几个月已陆续拜访多位纽约的民代,均没得到明确的指引或帮助,两个月前自发在皇后区民事法院前举牌,坚持至今,即使知道收效甚微,也期盼政府看到他们的处境,帮助改变现况。
湾区房市熄火 越来越多人搬离

贷款利率持续上升,给在疫情期间一度火热的湾区房市泼了一盆冷水。湾区是加州目前唯一房价比一年前低的市场。根据「加州房地产经纪人协会」数据,湾区九县9月份的现有独栋房屋房屋售价中位数,比2021年9月下跌2.6%至126万元,尽管仍为高房价,但已是连续第三个月出现同比下跌。
经纪人协会副首席经济学家魏奥斯卡(Oscar Wei)表示,加州只有湾区出现房价下跌的原因,可能是有越来越多的人搬离。此外,由于湾区房价去年飙涨高于加州其他地方,当地房屋售价还有更多下跌空间。自今年稍早利率开始上涨以来,加州房价持续下跌,每月还款额度大增,将许多买家挤出市场。他认为,底线仍是利率,在接下来的几个月,若继续见到房价下跌,无须感到惊讶。
事实上,湾区房市于8-9月见到略涨。但魏奥斯卡将其归因于股市短暂上涨,促使湾区科技业部分人士兑现庞大投资组合购屋。
与去年同期相比,圣马刁县房价跌幅为湾区内核县最大、房价中位数下跌5.8%至186万元;其次为旧金山下跌5.7%至165万元;阿拉米达县跌幅4.6%至124万元;康曲科士达县下跌1.7%至88万2000元。
圣他克拉拉县逆势上涨
与此同时,硅谷中心圣他克拉拉县则逆势上涨4.3%至170万元。尽管圣县房价高于一年前,但硅谷房地产经纪人Ramesh Rao表示,当地市场与今年初相比,已大幅降温。他指出,疫情的大部分时间,许多人因远距工作不受办公室拘束,并且受到历史新低利率的推动,疯狂抢购房屋,有时出价比要价高出数十万元。
然而,房市变化发生在美联储局今年春天开始提高借贷成本,以因应减缓失控的通货膨胀。30年固定贷款利率上涨,本周已达6.94%,高于疫情最严重时的3%以下。
根据「Bankrate.com」数据,30年期固定的非标准大型房屋贷款(nonconforming home loan,又称jumbo loan)平均利率为7.34%。湾区巨额贷款是指超过97万800元的贷款额。代表着即使房价下跌,许多潜在买家的购房实际成本也会飞涨。
可调整利率贷款获考虑
「Realtor.com」贷款计算器以目前利率计算,一间100万元房屋的30年固定贷款每月还款额超过6500元,头期款额为20%。相较之下,疫情期间利率最低时仅约为4500元,包括地产税与保险。随着利率持续上升,买家已开始将目光自传统房屋贷款,转向为可调整利率贷款,卖方融资等创意融资。
大华府房产交易放缓 房价涨3.3% 维州福斯教堂市涨近20% 幅度最大

大华府地区的房产销售持续放缓,今年9月的整体房价比去年同期增长逾3%,涨幅最明显的是维州福斯教堂市(Falls Church City),增长了近20%,而阿灵顿郡的房价下降近14%,主要原因是今年售出的房产除了独栋房屋外还包括许多公寓,房产分析师表示,来年房价会逐渐回落,但仍比疫情前高二至四成。
房地产网站Bright MLS的报告显示,大华府地区今年9月售出房产价格的平均中位数,比去年同期上升了3.3%,多数地区的房价都有不同幅度的增长,涨幅最大的是维州福斯教堂市,增长了19.6%,费尔法克斯市(Fairfax City)也增长14.6%
大华府仅有北维州的两个地区出现房价回落,包括阿灵顿郡(Arlington County),价格中位数下降了13.6%,以及亚历山卓市(Alexandria City)降了近10%。
Bright MLS首席经济分析师司徒兰特(Lisa Sturtevant)表示,阿灵顿郡和亚历山卓市的情况之所以与大华府其他多数地区不同,主要原因是今年售出的房产与去年不同,今年的房产交易中包括许多公寓(condo),而去年多以独栋房屋(house)为主,因此今年的平均售价中位数比去年低。
司徒兰特说,秋冬季时房产销售一般会减速,但对比去年同期,今年放缓得格外明显,今年9月签订的交易合同比去年同期减少了32.7%,这也是连续第七个月呈下降趋势,「去年的房产交易异常活络,因此放缓趋势不令人意外,但今年有待推进的房产交易数量甚至比2019年前还少,大华府已多年未见此情况。」
根据房产数据分析,未来一年房产销售仍将持续放缓,因贷款利率居高不下,买者减少,房价增长速度也将相应放缓,不过短期内房价下降的幅度不会很明显,司徒兰特表示,尽管房价将逐渐脱离最高峰,但仍会比新冠疫情前的价格多二成至四成。

We heard of the free ads on CRAIGSLIST and zillow.com, but some landlord friends told us it could be a challenge to find qualified tenants through CRAIGSLIST and zillow.com. Is there any way to rent our property out quicker and safer with minimum cost? We are the kind of persons who would like to try things ourselves, and have some spare time.
A. You may have already done the initial research and have figured out the range of monthly rent of your property.
If the monthly rent is low such as $1800.00 or below, you may want to do it through CRAIGSLIST, https://postlets.com/, zillow.com, or similar web sites. The renters interested in the low-priced rentals may not go to the Realtors community for assistance.
